The Revelations of WikiLeaks: No. 4—The Haunting Case of a Belgian Child Killer and How WikiLeaks Helped Crack It

Elizabeth Vos reviews the infamous legal case of Marc Dutroux and why it engendered public distrust in the institutions of government.

This is the fourth article in a series that is looking back on the major works of the publication that has altered the world since its founding in 2006. The series is an effort to counter mainstream media coverage, which is ignoring WikiLeaks' work, and is instead focusing on Julian Assange's personality. It is WikiLeaks' uncovering of governments' crimes and corruption that set the U.S. after Assange and which ultimately led to his arrest on April 11. In this article by Consortium News contributor Elizabeth Vos, originally published by her in 2017 on Disobedient Media, Vos looked at how WikiLeaks helped uncover evidence that showed Belgian case was part of a politically-protected child sex trafficking network. The Belgian case takes on added relevance in the wake of the arrest of financier Jeffery Epstein for alleged sex trafficking of children with allegations of Epstein's connections to powerful intelligence agencies. 

 
The case of notorious homicidal pedophile Marc Dutroux, now serving a life sentence in Belgium, is infamous for the deep depravity of the crimes that were committed and witnessed. Evidence emerged twice in the case, first in legal proceedings, secondly by the publication of many of the prosecution's records by WikiLeaks in 2009. 


The case was marked by the extreme suppression of evidence in what many have called a coverup perpetrated by the Belgian establishment. The episode is a definitive example of the exposure of deep judicial and political corruption leading to widespread public distrust in the legitimacy of their institutions of government. This sentiment has been echoed most recently in the U.S., where the primary rigging in 2016 by the Democratic National Committee left many feeling that the rule of law has come to mean little in the face of an utterly corrupt establishment that has become unaccountable to the public.

The Dutroux scandal set a precedent of mass public protest in response to such abuses, evident last year (2016) in South Korea's response to the scandal surrounding President Park Geun-hye and her advisor Choi Soon-Sil. 


It took the better part of a decade for the Belgian legal system to convict Marc Dutroux in 2004 for the mid-1990s kidnapping and rape of six girls, four of whom were murdered. The case was infamous for an inexplicably high number of mysterious deaths, suppression of evidence by the police, and numerous accounts from witnesses of extreme abuse perpetrated by a well-connected, violent pedophile ring.

The case prompted roughly 300,000 Belgians to take to the streets in 1996 in solidarity with the victims in "The White March," where protesters adopted a color that in Belgium is a sign of hope.

The Dutroux Affair left such deep scars on the consciousness of the Belgian population that roughly one third of Belgians who shared the surname Dutroux with the accused had their names legally changed. Despite the case having been legally concluded, many years later it is apparent that numerous significant elements of the important case remain unresolved.

The Yellow Vest movement spreading, now going global

The Yellow Vest anti-government movement started in France on November 17, when over 300,000 people across France protested a carbon tax on fuel that French President Emmanuel Macron touted as evidence of France's leadership when it comes to mitigating climate change.
The Yellow Vest protests quickly evolved into a general anti-government movement - with hundreds of thousands of angry French citizens taking to the streets for ten straight weeks of mostly peaceful protests marked with pockets of violence, looting and mayhem.

What's more - the movement has gone worldwide - with perhaps the most notable protests outside France taking place in Belgium, where Brussels riot cops have dealt with week after week of protesters blocking oil depot and throwing hard objects at them.  


On December 8, Belgians attempted to breach a riot barricade while calling for the resignation of Prime Minister Charles Michel, resulting in around 100 arrests.

And while most of the protests outside of France happened last month, this is a good list to note where discontent is mounting.

  • Bulgaria: Yellow Vests began protesting the same weekend as the French movement - coming out in force on November 16 to protest in front of parliament and demand the resignation of the government.
  • Canada: Yellow Vest protests have taken place in more than a dozen cities across Canada - largely campaigning against the carbon price, Canada's participation in the UN's Global Compact for Safe, Orderly and Regular Migration, the Trudeau administration and other issues.
  • Croatia: Croatians came out in force on December 15, gathering in Ban Jelacic Square.

€10bn vanished from ‘frozen’ Gaddafi accounts in Belgium – report

Some €10 billion of Libyan government funds, frozen as part of sanctions against the late Muammar Gaddafi’s inner circle, has mysteriously disappeared from a Belgian bank somewhere between 2013 and 2017, according to local media. 

Back in November 2013, four Euroclear Bank accounts belonging to the Libyan Investment Authority (LIA) and its subsidiary Libyan Foreign Investment Company (LFICO) in Bahrain and Luxembourg, contained some €16.1bn in frozen assets. However, when authorities tried to seize the funds in 2017, it turned out there was only just over €5bn left in those accounts, an investigation by Le Vif weekly revealed.

“There remains a little less than 5 billion euros on the four accounts opened at Euroclear Bank SA,” Denis Goeman, a spokesman from Brussels’ prosecutor’s office told the Belgian publication. The remaining funds are still subject to seizure, but so far Euroclear reportedly has refused to hand over the accounts, prompting the prosecutor to threaten the institution with “more coercive measures” unless Euroclear releases the remaining Libyan funds “within a certain period.”

NATO Auditor General found dead in Belgium

NATO Auditor General was found dead in Belgium. The body of Yves Chandelon was found in the city of Andenne, in 140 kilometers from the place of his work and 100 km from Lens where he lived.

According to local mass media, the auditor committed suicide. He was found with shot in the head. 

However, the family doesn't believe in the suicide version, Life reported.

Three unites of weapon have been registered on the 60-year-old man. However, an unregistered weapon was found next to his body, Belg24 reported.

NATO Auditor General Yves Chandelon, in particular, dealt with counteraction against terrorism financing issues. Shortly before death he reported he was receiving strange calls.

Belgium wants unified ‘European CIA,’ cites Paris attacks

Comment: Since Brussels is at the heart of the Anglo-American Establishment via Supreme Headquarters Allied Powers Europe (SHAPE) it's hardly surprising they want to make it official and extend their police state surveillance across the rapidly fragmenting Eurostates.

The Paris terror attacks have prompted Belgium to call for a unified European intelligence agency that would share information to nip future threats in the bud. The idea has been met with skepticism from such EU members as Germany. 

The statement was made by Belgium’s Prime Minister, Charles Michel. “We must quickly put in place a European intelligence agency, a European CIA,” in order to “unmask those with hostile intentions,” Michel said on French radio RTL.

His proposal follows the horrific attacks in Paris, which were orchestrated by a terrorist cell out of Belgium. According to the prime minister, the incident brought a lack of information sharing between various European intelligence agencies to light. Michel stressed that Europe-wide protocols could prevent future attacks within the EU.

“If intelligence services were able to share information without fail there might never be another attack,” he said, stressing that no system has been put in place to regularize these exchanges.

The idea of a central European intelligence agency had already been brought up by the European Home Affairs commissioner, Dimitris Avramopoulos, on Friday.

The Causes of the MH17 Crash are “Classified”. Ukraine, Netherlands, Australia, Belgium Signed a “Non-disclosure Agreement”

In the framework of the 4-country agreement signed on 8 August between Ukraine, the Netherlands, Belgium and Australia, information on the progress and results of the investigation of the disaster will remain classified.

This was confirmed at a briefing in Kiev under the auspices of the office of the Prosecutor General Yuri Boychenko. In his words, the results of the investigation will be published once completed only if a consensus agreement of all parties that have signed the agreement prevails.

Any one of the signatories has the right to veto the publication of the results of the investigation without explanation. 

Following the signing of this agreement, the Verkhovna Rada of Ukraine ratified the agreement and allowed for the participation of  Malaysian staff to participate in the investigation.

International experts admit that for the survey of the wreck Malaysian Boeing 777 will take several weeks.

The second phase will involve searches pertaining to the remains of the victims of the crash of flight MH17.

Thus, it is safe to assume the results of the investigation are actually classified and the final expert opinion will not be released. (or only after a few years, when the political causes of the disaster will lose their relevance).

The conclusion is simple – the intermediate results of the investigation directly prove the innocence of Russia and/or the Donesk militia.

Searches of Belgian church property continue in abuse investigation

Belgian authorities searched the administrative offices of the bishops of Bruges and Ghent today, a day after raiding similar offices in three other cities as they investigated whether church officials protected child abusers instead of their victims.

Peter Rossel, a spokesman for Jozef de Kessel, the Bishop of Bruges, 60 miles northwest of Brussels, confirmed that a search had taken place there. He said the church was cooperating fully with the investigation. 

Koen Vlaeminck, a spokesman for the church in Ghent, told The Associated Press that authorities had arrived at church offices with a request for files relating to 13 specific individuals. He said the church had cooperated, and had been allowed to retain copies of the files. 

On Monday, authorities searched church offices in Hasselt, Mechelen and Antwerp. A judicial official close to the investigation told the AP on Monday the investigation, called "Operation Chalice," could result in charges against church officials. The official spoke on condition of anonymity because of the sensitivity of the issue.

Tens of thousands of Belgians marched on central Brussels Friday, protesting against austerity measures flagged by the incoming government. The measures could include cuts to unemployment benefits and limits on early retirement. 

Leaders of unions, which organised the demonstrations, said more than 50,000 people had gathered on a mild but damp morning in the Belgian capital. Police said it was too early to give an estimate on the numbers attending.


Belgians face cuts to unemployment benefit, limits on early retirement and spending reduced or frozen in the public sector.


“This is a demonstration by workers against austerity measures which are blind. We have been given a budget which is unfortunately not balanced,” said Bernard Noel, national secretary of the CGSLB union.


The demonstration included metal workers, public service employees, workers from the brewing industry, builders and teachers, most dressed in green, red or blue, the colours of the three main unions in Belgium.


“The austerity should be paid by those who created it, the banks, the financiers,” said Pierre Dellamaria, a 43-year-old laboratory technician.
